RK Reeves & Associates, Inc. is an “S” corporation and certified minority woman-owned business that has provided a variety of professional services since 1991. We are headquartered in DeKalb County, Georgia, and are a certified Local Small Business Enterprise (LSBE). Our firm’s major focus is Environmental Services. We provide technical, professional, scientific and administrative management staffing support for projects.
The company enjoys an excellent reputation among government agencies and community organizations for meeting and exceeding client expectations. Independent customer service evaluations of a number of our clients by Dun and Bradstreet yielded an overall customer satisfaction rating of 98.9%. RK Reeves & Associates is also a certified minority/woman-owned vendor in a number of municipalities in the Greater Atlanta Area.

Rebecca K. Reeves, BA, MA, CPF, President & CEO

Rebecca K. Reeves is the Founder and President of RK Reeves & Associates, Inc., a Woman-Owned Small Business established in 1991. As a Principal at RK Reeves & Associates, Rebecca provides broad oversight and direction to the implementation of all company contracts. Rebecca has been the primary contact for projects relating to strategic planning, research support for studies, training and learning design, document development, public communication and outreach support, meeting coordination and proceedings capture, and facilitation of partnering events. She has extensive experience in running state government level programs and providing support for federal and locally-funded projects.

Rebecca holds a Master’s of Art Degree from the University of Illinois (Champaign/Urbana) and the highly-regarded Certified Professional Facilitator (CPF) designation from the International Association of Facilitators, Inc. She is trained in several nationally-recognized stakeholder engagement processes including Leading by Convening and Collective Impact.

Mike Reeves, BA, MBA, VP of Business Development and Relations

Michael Reeves is a native of South Carolina and a Licensed Commercial Pilot. He earned a Bachelor’s Degree from the University of South Carolina, and a Master of Business Administration from Brenau University. Mike Reeves has spent the last 20 years managing local and federal government contracts for Reeves & Associates, with a specialized background in contracts relating to environmental and engineering design services; construction management inspections; MS-4 QA/QC; manhole and pipe segment inspections of storm and wastewater sewer systems; stream walks; carbon monoxide facilities inspections; and nuclear regulatory studies by subject matter engineer experts.

He has extensive background in business development, personnel management, project and program management, and customer/stakeholder engagement. He is the Firm’s primary contact for recruiting and mobilizing professional and technical experts to deliver on high-stakes government consent decree projects. He frequently serves as the Engagement Manager for environmental contracts with local departments of watershed management and roads and drainage, such as DeKalb County and the City of Atlanta.

Gayla Ross, BA, Director of Operations

Gayla Ross is a native of Oklahoma. She earned her Bachelor’s Degree from Northeastern State University. Ms. Ross has spent nearly two decades managing the office for Reeves & Associates, where she is responsible for handling the day-to-day project support functions. One of her primary responsibilities is to assist with customer care and follow-up. She serves as the primary liaison between the company’s Principals and business partners. She has been strategically involved in all contracts awarded Reeves & Associates since 2007.

Paul West, BLA, Director of Technical Services

Paul West has more than 27 years of technical experience, with a background in GIS and management of water and wastewater systems. Paul holds a BLA in Landscape Architecture from the University of Georgia School of Environment and Design, is licensed in both Water Distribution and Wastewater Collection with the State of Georgia and is NASSCO certified. Paul had a stand-out career with DeKalb County Watershed Management, and now brings his expertise to the RK Reeves team. He was a key team member in mapping DeKalb’s water and wastewater system. Paul was also a vital team member in water and wastewater modeling, consent decree management, surveying, master planning and CMMS systems. He has a strong background in infrastructure mapping and analysis.

Elan Johnson, BS, PMP, Coordinator of Project Supports

Elan Johnson is a native of Fayette County, GA. Elan holds a Bachelor’s of Science and a Project Management Professional Certification. As the Coordinator of Project Supports at RK Reeves & Associates, Elan provides a unique blend of analytical thinking and project management skills to every endeavor. Elan assists and manages resource allocation and utilizes data-driven decision-making to find efficiencies and optimize project processes. As a servant leader, Elan seeks to come alongside employees and contractors to assist in fulfilling RK Reeves & Associates’ mission and goals.
